Dear Residents of Holland,
Just another concern I wanted all you to be aware of.
E-scooters have become increasingly popular, but many people are unaware that privately owned e-scooters cannot be legally used on public roads, cycle lanes or pavements. Their illegal use can put both riders and pedestrians at risk.
🚫 Common Illegal Uses of E-Scooters 🛴 Riding a privately owned e-scooter on: ❌ Public roads ❌ Pavements ❌ Cycle lanes ❌ Public spaces 👥 Carrying passengers 📱 Using a mobile phone while riding 🍺 Riding under the influence of alcohol or drugs ⚠️ Dangerous or inconsiderate riding that puts others at risk
✅ Where Can Private E-Scooters Be Used? 🏠 Private e-scooters can generally only be used on private land with the permission of the landowner. 🚧 Rental e-scooters may operate under specific trial schemes in some areas and must be used in accordance with the rules of those schemes.
👀 Why Is Illegal E-Scooter Use a Concern? 🚶 Pedestrians can be injured by riders travelling at speed on pavements. 🚗 Riders are vulnerable to collisions with vehicles. 🚨 E-scooters used illegally may not meet legal requirements for insurance and road use.
📞 How to Report Illegal E-Scooter Use 🚨 Call 999 if: Someone is in immediate danger. A collision has occurred. The rider is behaving dangerously and presents an immediate risk to the public. 📞 Call 101 or report online if: Illegal use is ongoing in your area. You have information about persistent anti-social riding. You wish to report concerns about e-scooter use that do not require an emergency response.
📝 What Information Helps? ✅ Date, time and location ✅ Description of the rider ✅ Description of the e-scooter ✅ Any photographs or video footage (if safe to obtain) ✅ Details of the behaviour causing concern
💙 Remember E-scooters can be a convenient form of transport, but they must be used responsibly and within the law. By understanding the rules and reporting dangerous or illegal use, we can help keep our roads, pavements and communities safe.
Ride responsibly. Respect others. Know the law.
Regards,
